Losing Police?

I'm new to Game Battles. How do you all police the losers? I see that the loser of a game battle has to report it within 3 hours. How do you make sure that the losing team does this?

They understand our policy and our rules, they know if not report in 30 MINUTES or less they will get a strike against there clan, enough strikes we ban the leader and remove the clan from competing on GB.
