Help? GIMP problem

Ok, i sound and feel pretty dumb right now, but whenever i repaste or just paste an image, it will not let me move it.
second, the blend tool will not work.

any help appreciated.

to move, do the move tool, or just anchor it and move the layer, but, idk, if u have the newest version, u shouldnt have any problem

i figured it out, for some reason GIMP deleted it, and i had to re-dl the file for it, i looked it up.. but my most recent problem is getting the actual sig into gb from photobucket..
